POSITION SUMMARY

Under the immediate supervision of theChief Administrative Officer,theFacilities Directoroversees a team of maintenancestaff;administrating, coordinating, planning, and supervising the activities and operations of the county’sfacilities department.

The directormanages the development of Mower County building facilitiesand programs,prepares project specifications, annual and capital renewals, anddepartmentbudgets.Consultswith administration and elected officials on the direction of future county-owned and operated facilities.

ESSENTIAL DUTIES AND RESPONSIBILITIES

The essential duties and responsibilities of this position are included, but are not limited to the following:

Overseesfacilitiesstaff byworking with the Facilities Supervisortoprioritizeand assign work; ensures staff is trained; provides guidance;enforces county and departmentpolicies and procedures; andmaintainsa healthy and safe working environmentwhile fostering a positive work culture.

Works with the Chief Administrative Officer and Human Resources to effectively perform or effectively recommend recruitment, hiring, transfers, promotions; responses to grievances (as needed); andperformance management, including annual performance evaluations, coaching, and disciplinary actions up to discharge, as needed or required.

Directs andmonitorsall constructionand maintenance projects across Mower County buildings; prepares equipment and project specifications while collaborating with architects, engineers, and contractors to plan, design, andfinalizeconstruction documents.

Supervises work in progress to ensure strict conformance to contract terms, proactively resolving operational and technical issues as they arise.

Recommends and implements sustainability and building efficiency initiatives.

Developslong-range plans for the County related to the Facilities Department and land acquisition for the County, providing input and recommendationsto the County Board, and implements the Facilities capital improvement plan for all county-owned property.

Oversees the maintenance and janitorial contractors.

Ensures public safety and security on all County-owned facilities and grounds;maintainscompliance with theAmericans with Disabilities Actforall county-owned buildings, and manages county-owned facilities and security services

Conducts inspections of departmentandmechanical equipmentensuringall infrastructure and equipment is properlymaintainedand running correctly.

Prepares specifications for replacement of boilers, pumps, HVAC, trucks, mowers,or any Facilities related equipment.

Develops and prepares department budgets; monitors and approves expendituresin accordance withthecountybudget.

Establishes andmaintainseffective working relationships withemployees, supervisor,other countystaffand/or outside agencies/contractors, etc.to ensure clear communication and information sharing.

Performs other duties as necessary and/or assigned to support efficient and effective county operations.

MINIMUM QUALIFICATIONS

To perform this position successfully, an individual must be able to perform each essential function satisfactorily.Listed below are minimum qualifications that are representative of formal education,workexperience,and specific requirements that are required of this position.

Education & Experience

  • Associate degree in construction, facilities management, mechanical engineering, or a related field; andthree(3)to five(5)years of related facilities management experience or equivalent combination of education and experience

Requirements (Licenses, Certificates, Trainings, etc.)

  • Valid driver’s license
  • Must clear a security background check, including fingerprinting

DESIRED QUALIFICATIONS

Education &Experience

  • Bachelor’s degree in construction, facilities management, mechanicalengineeringor related field;and(3)three to five(5)years of supervisory experience or equivalent combination of education and experience.

  • Second (2nd)Class MN BoilersEngineer’sLicenseat hire, or ability to obtain within 18 months of hire date.

Work is performed at county buildings.Senses used on a constant basis are; seeing,hearingandsmelling. Must perform the following motions on a constant basis: walking, bending, squatting, turning/twisting, kneeling, climbing, reaching out, reaching up, grasping, wrist turning and finger manipulation.

Equipment used may include but is not limited to; snow and leaf blowers, pick-up truck with plow, push/pull carts, floor scrubber, floor sweeper, carpet cleaner, walk behind sweeper,ladders, shovels, hand tools, vacuum, floor buffer, broom, drying fans, telephone, pager, walkie-talkie, and personal computer.
