Location: Bettis Atomic Power Laboratory (BAPL), West Mifflin, PA. On-site duty station; no travel required.
Schedule: Part-time, approximately 1,040 hours per period of performance (base year plus four option years). Core coverage hours 9:00 a.m. to 3:00 p.m. local time, Monday through Friday, within a general office window of 6:00 a.m. to 6:00 p.m.
Security Clearance: Active DOE L access required prior to contract start. Candidates holding an active DoD Secret clearance are strongly preferred, since DOE reciprocity can bridge siteaccess while the DOE L determination is adjudicated. Position is a drug-testing-designated position under 10 CFR Part 707, subject to pre-employment, random, and for-cause testing.
Education: Bachelor's degree in Computer Science, Information Technology, or a related field from an accredited institution, and a minimum of 2 years of directly relevant ServiceNowdevelopment/administration experience.
Required Background and Experience
- Demonstrated proficiency configuring, scripting, developing, and deploying solutions across ServiceNow modules, including ITSM, ITOM, workflow, catalog, and custom applications.
- Working knowledge of federal IT standards applicable to ServiceNow development, including DOE Orders, NNSA directives, FISMA/NIST guidelines, and any NR-issued information systems instructions.
- Comprehensive understanding of federal IT compliance frameworks, including change- control, configuration management, auditability, secure workflow development, and documentation standards applicable to sensitive unclassified information systems.
- Excellent verbal and written communication skills; ability to present complex ServiceNow system information clearly and concisely in accordance with DOE/NNSA reporting expectations.
Required Certifications
None mandated by the solicitation; a ServiceNow Certified System Administrator (CSA) or ServiceNow Certified Application Developer (CAD) credential is strongly preferred as evidence of the required hands-on development background.
Preferred Certifications and Experience
- Experience integrating ServiceNow with enterprise systems operating under federal compliance standards, and familiarity with secure development lifecycle requirements.
- Participation in development of organizational IT procedures, standard operating procedures, and compliance documentation.
- Strong interpersonal and collaboration skills supporting communication across federal contractors, government offices, site personnel, and technical teams.
Representative Duties
- Design, develop, and implement ServiceNow workflow applications to support business and technical workflows; configure ServiceNow applications, forms, and workflows based on stakeholder requirements.
- Ensure modules are accurately documented and maintain a log of developed and deployed modules for audit and tracking purposes; provide operations support for deployed ServiceNow applications and modules.
- Build, maintain, and regularly update documents tracking ServiceNow development progress; deliver bi-weekly briefings to managers on development projects and initiatives.
- Support mission-driven initiatives requiring automation or workflow enhancement, and coordinate project-oriented ServiceNow development requests in alignment with DOE/NNSA and Naval Reactors IT guidance.
