The Opportunity
BRIXCO Construction, Inc. is seeking an experienced Senior Civil Preconstruction Estimator & Heavy Civil Project Manager to lead preconstruction estimating, quantity take-offs, and bid lifecycle management across our regional Bay Area portfolio in Milpitas, CA.
In this pivotal technical leadership role, you will bridge the gap between preconstruction planning and field executionmanaging competitive bids, public works estimates, and private site development proposals from initial plan review through quantity take-offs, subcontractor negotiations, and project turnover. Working on high-value Bay Area civil infrastructure, earthwork, utility, and paving projects, you will apply accurate cost controls, risk evaluations, and trade relationships to secure profitable contracts. Key Responsibilities
- Cost Estimating & Plan Analysis: Analyze civil engineering drawings, structural profiles, geotechnical reports, and project specs to build comprehensive, competitive cost estimates for public and private civil projects.
- Quantity Take-Offs & Takeoff Modeling: Perform detailed civil quantity take-offs (earthwork cut/fill, underground utility runs, paving yardage, concrete structures) and labor/equipment productivity breakdowns using digital estimating tools.
- Subcontractor Bidding & Buyout: Solicit, evaluate, and negotiate scope proposals from trade subcontractors and material suppliers to secure competitive pricing, qualified scope coverage, and vendor compliance.
- Preconstruction Risk & Historical Cost Management: Evaluate project execution risks, constructability challenges, and site access constraints; maintain an active database of historical unit costs, labor productivity metrics, and material pricing.
- Field Turnover & Project Handoff: Lead seamless handoff transitions from won bids to field project superintendentsproviding baselined cost models, scope sheets, and preliminary CPM construction schedules.
- Change Order & Financial Oversight: Assist field teams with scope evaluations, change order cost pricing, and financial estimate presentations for senior executive review.
- Site Investigations & Field Audits: Conduct thorough pre-bid site walk-throughs to verify existing conditions, evaluate utility conflicts, and identify jobsite logistical risks across Bay Area project locations.
- Client & Stakeholder Relations: Serve as the primary preconstruction contact for municipal owners, private developers, civil engineers, and trade partners to build trust and capture repeat bidding opportunities.
What You Need to Succeed (Qualifications)
Required
- Civil Estimating Tenure: Minimum 5 years of dedicated experience in heavy civil construction estimating, preconstruction management, or project cost controls.
- Civil Systems Mastery: Deep knowledge of civil construction methodologiesincluding bulk earthwork, grading, wet utilities (storm, water, sewer), asphalt paving, structural concrete, and site logistics.
- Software Infrastructure Competency: High proficiency with Microsoft Office 365 (Advanced Excel) and civil estimation/takeoff platforms (e.g., HCSS HeavyBid, Agtek, B2W, or Bluebeam Revu).
- Regional Regulatory Literacy: Familiarity with Bay Area municipal building codes, Caltrans specifications, CEQA/environmental compliance, and Bay Area Air Quality Management District (BAAQMD) guidelines.
- Mobility Credentials: Valid Driver License with an insurable driving record to operate company-provided vehicles for site investigations and client meetings across the Bay Area.
