For over 25 years, National Experienced Workforce Solutions (NEW Solutions) has specialized in connecting experienced workers (ages 55+) with full-time and part-time job opportunities that support the critical missions of Federal Agencies across the United States.

NEW Solutions connects experienced workers (ages 55+) with the National Park Service (NPS). These experienced professionals provide administrative expertise, facilities management, natural and cultural resource planning, and a broad array of other professional skills that support the National Park Service through the Experienced Services Program (ESP).

Positions listed here do not guarantee employment for any definite period. Enrollment in the Experienced Worker Programs administered by NEW Solutions is temporary. The enrollment relationship between NEW Solutions and the Enrollee is an ?at-will? relationship. This means that an Enrollee is free to terminate enrollment at any time during the enrollment period, and NEW Solutions and the Agency have the right to terminate the relationship with the Enrollee.

PLEASE NOTE: An ?Enrollee? is not a federal employee, nor an employee of NEW Solutions. An ?Enrollee? is a participant in a grant program established through a Cooperative Agreement funded by the agency and administered by NEW Solutions.

Duration

This position is funded for up to 545 total hours.

The HPTC was established in 1977 and is one of several National Park Service (NPS) National Training Centers. In undertaking its mission, HPTC trains preservation craftspeople, preserves historic resources, and promotes historic preservation as the key to the future. The major programs and services provided by the HPTC are services for the treatment of NPS, Federal, and State historic properties and extensive outreach training programs aimed at building the skills of personnel responsible for the maintenance and preservation of historic properties.

Qualifications:

BA/BS Degree with minimum additional experience of 20 year(s)

  • Mastery of partnership, philanthropic, and agreement law, regulation, and policy as applied in a Federal land management and cultural resource setting, sufficient to design instruments where no established precedent or template exists, and to advise senior leadership on the outer limits of available authority.
  • Experience required with Windows, MS Word, MS Excel, MS PowerPoint, MS Teams, MS Outlook, MS SharePoint, Adobe Acrobat
Duties:

The enrollee serves as a consultant to the Director of HPTC on partnerships, philanthropic development, agreement strategy, and intergovernmental and legislative coordination. The enrollee will assist HPTC to establish and steward the external capital and relationship architecture required to deliver HPTC?s facility, workforce, and mission objectives at a scale that appropriated resources alone cannot support.

  • Partnership Instrument Strategy, Development, and Negotiation: Serves as the technical authority and principal negotiator for HPTC on the full range of partnership and philanthropic instruments, including the Partner Design and Construction Agreement (PDCA), general agreements, cooperative agreements, philanthropic partnership agreements, donation acceptance instruments, memoranda of understanding, and interagency and intergovernmental agreements.30%
  • Philanthropic Program Development and Partner Relationship Management: Develops and stewards HPTC?s philanthropic program in coordination with Campaign for Historic Trades and Preservation Maryland, the Center?s principal nonprofit preservation partner, and other qualified park support and preservation organizations.25%
  • Intergovernmental, Municipal, and Legislative Coordination: Coordinates HPTC?s relationships with municipal, state, and legislative stakeholders in support of the Center?s facility, workforce, and mission objectives.20%
  • Executive Advisory Services, Analysis, and Strategy: Serves as the Director?s senior advisor on the external dimension of HPTC strategy, providing analysis and recommendations that shape Center wide direction.15%
  • Agreement Support: Provides continuing tracking, monitoring and drafting agreement language10%

Other:
  • Overnight travel: Site visits to active construction and preservation work sites may be required on an infrequent basis
  • Air travel anticipated: Very rarely, possibly once per year
  • Required Safety Gear: Site visits to active construction and preservation work sites expose the enrollee to normal construction hazards, requiring compliance with all applicable safety requirements, site specific safety plans, and personal protective equipment requirements.
  • Physical requirements: The work is primarily sedentary and performed in an office setting. Travel may be required to partner, municipal, congressional, project, and construction sites. Occasional walking on active construction sites and in historic structures requires the use of personal protective equipment and the ability to traverse uneven ground and temporary access.
