Contract Manager

Position overview

The Contract Manager leads contractor performance for the U.S. Army business operations support effort at Fort Benning. This person is the contractor’s primary point of contact for daily operations, directs the delivery team, and ensures timely, accurate support for work management, financial and real property data, engineering systems, and Directorate reporting. The manager may also perform hands on contract tasks.

Responsibilities

  • Serve as the contractor representative responsible for daily contract performance, with authority to act for the contractor on operational matters. Designate and coordinate an alternate who can exercise that authority during absences.
  • Direct staff and maintain coverage across Annual Work Plan support; GFEBS work order and financial analysis; sustainment funding; ePRISMS space utilization; BUILDER SMS asset and floor plan records; and Directorate IT accountability.
  • Oversee accurate processing of approved DA Form 4283 actions in cProjects and GFEBS Project System, timely work order review and closure, and reconciliations of management decision package and sustainment data.
  • Review and deliver monthly, quarterly, and annual reports; track the 30 September GFEBS facility data capture; oversee annual ePRISMS validation of at least 10 percent of listed buildings and timely BUILDER discrepancy reporting.
  • Implement the contractor quality control program, monitor performance against Government standards and due dates, document defects, and direct corrective action that prevents repeat problems.
  • Attend the post award conference and performance meetings; coordinate with the Contracting Officer and Contracting Officer’s Representative on technical and administrative matters; promptly raise issues requiring Government action.
  • Manage personnel onboarding, training, GFEBS role and network access coordination, contractor identification and security compliance, and required contractor manpower reporting.

Required qualifications

  • Demonstrated experience managing a service delivery team and providing Government facing operational support, including schedules, reporting, quality control, and corrective action.
  • Working knowledge of GFEBS and Army installation work management or related public works business processes sufficient to lead performance at contract start.
  • Ability to interpret work order, financial, facility, or asset data; check accuracy; communicate findings clearly; and coordinate delivery across technical and administrative staff.
  • Ability to work on site at Fort Benning and meet the access and training requirements below.

Preferred qualifications

  • Experience with an Army Directorate of Public Works, Annual Work Plans, facility sustainment funding, ePRISMS, BUILDER SMS, cProjects, ArMA, or eMASS.
  • Experience leading a federal fixed price services contract and applying documented quality metrics to recurring deliverables.

Schedule and access

The Contract Manager or designated alternate must be available from 7:30 a.m. to 4:00 p.m., Monday through Friday, except federal holidays and Government facility closures. The Government expects the Contract Manager to work on site and meet with Government personnel as needed during those hours. Alternate hours may be discussed after award.

The selected individual must satisfy installation and network access screening, obtain and display a DoD Common Access Card when required, and complete applicable Army access, antiterrorism, operations security, cyber awareness, and user agreement requirements. If performing data entry, the individual must have a high school diploma and meet the applicable GFEBS role requirements.
