DISTINGUISHING JOB CHARACTERISTICS
Supports the administration, configuration, data quality, testing, training, and continuous improvement of the Court's case management and database systems. Provides direct support to Court employees, troubleshoots system and data-entry issues, performs quality assurance, assists with database and system configuration, and develops sustainable training and documentation. Works closely with Data Services, Court departments, Information Technology, and software vendors to improve system usability, data reliability, and operational efficiency.

ESSENTIAL DUTIES AND RESPONSIBILITIES
Provides staff support for the juvenile case management system (JCS) and investigates reported issues, resolves problems within assigned authority, and coordinates with appropriate technical staff or vendors when escalation is required.
Evaluates support requests to identify whether issues are related to system functionality, configuration, data quality, workflow, or user training, and works to address the underlying cause.
Assists with configuration, maintenance, testing, and continuous improvement of JCS and related Court database systems.
Performs data-quality reviews and assists with identifying, researching, correcting, and preventing inaccurate, incomplete, inconsistent, or duplicate information.
Participates in Court-wide data-cleaning and system-configuration initiatives and validates changes to ensure intended results.
Works with Court departments to understand operational processes and translates business needs into appropriate system configurations, workflows, procedures, and data-entry practices.
Develops and maintains standardized training materials, written procedures, quick-reference guides, and instructional videos for Court systems.
Provides individual, group, new-employee, refresher, and recorded trainings related to JCS, data entry, and other Data Services-supported applications.
Assists in developing standardized onboarding practices to ensure employees receive consistent system and data-entry training.
Monitors recurring support requests and data-quality issues to identify opportunities for additional training, system improvements, automation, or process redesign.
Tests software updates, configuration changes, reports, workflows, and other system modifications prior to implementation when appropriate.
Assists with database queries, reports, data validation, and data extraction based on knowledge and experience.
Documents system configurations, procedures, business rules, data definitions, troubleshooting steps, and changes to support institutional knowledge and continuity.
Provides backup coverage for Database/Systems Analyst functions and assists in maintaining continuity of critical JCS support when other Data Services staff are unavailable.
Maintains the confidentiality and security of juvenile Court information and follows applicable Court policies regarding system access and confidential data.
Performs other duties as assigned by management.

EQUIPMENT OPERATED
Computer; Oracle SQL Developer/Toad or equivalent SQL development tools; Microsoft SQL Server tools; Tableau; Microsoft Power BI; Telerik Reporting; Microsoft Office Suite; database management systems; case management systems; general office equipment; and emerging, evolving, or replacement software, technologies, and data analytics tools as adopted by the Court.
CONFIDENTIAL DATA
Access to confidential juvenile records, personal identifying information, court records, case information, sealed records, financial information, and other non-public information daily.
USUAL PHYSICAL DEMANDS
Must be able to effectively communicate verbally and in writing with Judges, Court Administration, Magistrates, Directors, managers, staff, outside agencies, vendors, and the public. Regular computer usage and prolonged periods of sitting are required.
KNOWLEDGE, SKILLS, AND ABILITIES
Knowledge of: relational databases; database concepts; data quality and validation principles; case management or enterprise information systems; Microsoft Office applications; system testing and troubleshooting; documentation and training practices.
Ability to: understand end-user and business-process needs; learn complex Court systems and workflows; identify root-causes of data and system issues; communicate technical information to non-technical users; train and coach employees; create clear-documentation and instructional materials; maintain confidentiality; work independently and collaboratively; manage multiple priorities; demonstrate strong attention to detail; identify inconsistencies; and establish effective working relationships with employees throughout the Court.
Skills in: troubleshooting; data quality assurance; problem solving; system configuration; testing; documentation; training; customer service; database concepts; communicating with end-users; and translating operational needs into sustainable system and process improvements.
Experience with case management systems, Oracle, SQL Server, SQL, reporting tools, or similar case management/database environments is preferred.
QUALIFICATIONS
Bachelor's degree in computer science, information systems, data analytics, business information systems, or a related field; or an equivalent combination of education, training, and relevant experience.
Experience working with relational databases, case management systems, enterprise applications, data quality, application support, system configuration, reporting, or related functions is preferred.
Experience with the Juvenile Case Management Systems, Court operations, SQL, Oracle, SQL Server, or similar systems is highly desirable.
Demonstrated ability to work effectively with end-users, troubleshoot problems, learn new systems, maintain accurate documentation, and provide training is essential.
Relevant database, information systems, data analytics, or application-support certifications are preferred but not required unless otherwise established by the Court.
