PRIMARY RESPONSIBILITY:

The PATH Program Manager will be responsible for ensuring services are in compliance with regulatory guidelines, maintain attendance records and handle any personnel issues. Working under a Michigan Works Contract, the Program Manager will be required to be compliant in following all contract regulations, work statements and directives given by GLBMWA. The Program Manager will work with Michigan Works Administration Program planners to troubleshoot and identify problems with the current programs and OSMIS system and assist the Director in achieving the goals set by GLBMWA.

ESSENTIAL JOB FUNCTIONS:

  • Monitor the accuracy in the implementation of program policy and procedures.
  • Attend Workforce Development Board meetings and Consortium Board meetings in the event that the Services Director is unable to attend.
  • Schedule and facilitate staff meetings.
  • Responsible for OSMIS queries as needed for Saginaw, Midland, and Bay Counties.
  • Monitor Career Coaches registrations and exits to ensure that set goals are being met.
  • Meet with participants and involved staff to resolve issues and concerns.
  • Assume the duties of the Director during their absence while maintaining communication with the Director and/or CEO by phone and email.
  • Ensure adequate staffing coverage during employee absences.
  • Provide training and evaluation of staff.
  • Assist in responding to program audits and data verification.
  • Assist the Director in the management of the facility, equipment and inventory.
  • Coordinate, assign staff and record all outreach/recruitment activities.
  • Explain the services available to participants within the Michigan Works Administration.
  • Monitor the Career Coaches development of service strategies for each participant that shall identify an employment goal appropriate achievement objective, and appropriate services for the participant.
  • Review and approve or deny supportive service requests, community service contracts, supply orders, time reports and other actions requiring the Director's approval when the Director is unable to do so in a timely manner.
  • Monitor expense tracking logs to ensure accuracy.
  • Prepare and manage workshop calendars and surveys.
  • Review workshop content to ensure relevance.
  • Review and approve support services and tuition requests.
  • Monitor expenditures not to exceed budget requirements.
  • Work with the Director to assemble an interesting, relevant and valuable curriculum for all components that meet the needs of each participant.
  • Ensure the WPR is met per GLBMW/State of Michigan Guidelines.
  • Ensure triage meetings are entered into OSMIS in a timely fashion.
  • Ensure AEP completion percentages are met per GLBMW guidelines.
  • Ensure that all daily OSMIS reports including the Anticipated Exiter report and PATH reports are sent to each county supervisor, Career Coaches and Data Entry staff on a daily basis.
  • Maintain participant and staff performance data for the Career Management and Job Search departments.
  • Assist in monitoring and supervising the performance of Career Coaches, Job Search Instructors.
  • Ensure the one-stop needs are met including opening and closing the facility.

MARGINAL JOB FUNCTIONS:

  • Assist in opening the facility for business each day and secure the property at closing, respond to alarms that may occur during times when the facility is unoccupied.
  • Assist other program staff and/or the Director as needed.
  • Attend workshops, meetings and seminars as directed.
  • Attend meetings concerning services, which fall 'under the PATH and FAE&T Programs as assigned by the Director.
  • Attend job-related workshops, conferences and seminars as directed.

QUALIFICATIONS:

  • Bachelor?s degree, a concentration in human services is preferred.
  • Preferred background would include a demonstrated ability to handle and motivate the public effectively.
  • Proper phone usage and good communications skills, both written and oral, are also necessary.
  • Must have the ability to prioritize and organize to meet goals and deadlines.
  • Must be able to meet the travel demand of the job.
  • Must be able to create and maintain excel workbooks.
