Job DescriptionWe are seeking an experienced Automation Engineer – Level I to support multiple Integrated Eligibility System (IES) workstreams, including Eligibility, Enrollment, and Case Management (EECM).
The selected candidate will perform business requirements analysis, document system requirements, and support the modernization of state health and human services applications. The role will focus on analyzing existing state systems, extracting business rules, validating requirements, and identifying rules to retain or retire in the modernized system.
The ideal candidate will have experience in state government, human services, eligibility systems, business analysis, and IES modernization. Strong skills in requirements elicitation, business process modeling, workflow documentation, and stakeholder collaboration are essential.
Key ResponsibilitiesConduct requirements analysis of existing state systems and document requirements to support IES implementation.
Participate in business rule extraction from legacy systems and perform quality control to ensure 100% coverage.
Validate extracted business rules for completeness, accuracy, and usability by business analysts and implementation teams.
Identify existing business rules to retain, modify, or retire in the modernized eligibility system.
Collaborate with agency business partners and subject matter experts to validate business rules and requirements.
Identify and document current-state (as-is) and future-state (to-be) system requirements and processes.
Develop business analysis artifacts, including context diagrams, process flows, use cases, user stories, requirements traceability matrices, and user interface specifications.
Create wireframes, mockups, data dictionaries, and technical specifications.
Conduct requirements gathering sessions with agency stakeholders, local district subject matter experts, end users, and executive teams.
Analyze business processes and recommend improvements to support system modernization.
Ensure system requirements and design align with business needs and project objectives.
Support the development and review of business and technical documentation.
Conduct peer reviews and participate in internal quality assurance processes.
Work collaboratively with state employees, vendor resources, business analysts, and technical teams.
Track project timelines, priorities, requirements, and deliverables.
Support the full Software Development Life Cycle (SDLC), from requirements gathering through implementation.
Assist with workflow automation, project planning, test scenario development, and change request management as needed.
3–7 years of experience as an Automation Engineer.
3–7 years of business analysis experience in state government, specifically within the human services domain.
Experience with Eligibility, Enrollment, and Case Management (EECM) systems.
Experience gathering, analyzing, documenting, and managing business requirements throughout the SDLC.
Experience working on Integrated Eligibility System (IES) modernization programs.
Knowledge of state and federal standards applicable to health and human services systems.
Proficiency in developing business process flows, user stories, data dictionaries, wireframes, and functional specifications.
Experience documenting requirements for modernized eligibility systems.
Strong analytical, documentation, and problem-solving skills.
Excellent written and verbal communication skills.
Ability to collaborate with business stakeholders, technical teams, and vendors.
3–7 years of experience performing business analysis and workflow automation for eligibility systems.
Experience assisting with project planning, roadmap development, and test scenario creation.
Experience managing change requests in system modernization projects.
Experience gathering legacy interface information for state-supervised and locally administered applications.
Familiarity with drafting Interface Control Documents (ICDs).
Experience analyzing and documenting mainframe interfaces for modernization and migration.
Knowledge of legacy system transformation and integration with modernized eligibility solutions.
Experience working with state government agencies and multidisciplinary project teams.
