The Public Building Authority (PBA) is a joint public, non-profit organization created by Knox County and the City of Knoxville to develop, construct, manage, and maintain a wide range of public facilities and services on their behalf. PBA oversees major construction projects, provides long-term property and grounds management for millions of square feet of buildingsincluding city and county facilities, parks, and parking garagesand even handles security, telecommunications infrastructure and on-street parking operations throughout the community. Governed by an 11-member board appointed by county and city leaders, the PBA works to deliver cost-effective, professional facility services that support local government operations and enhance public spaces for residents and visitors alike.
Due to continued growth, PBA is seeking experienced Construction Project Engineer to join our Property Development team. The Project Engineer supports the Property Development Department by assisting in the planning, organization, documentation, and execution of capital projects for Knox County and the City of Knoxville. This position plays a key role in ensuring projects progress efficiently by coordinating communication, maintaining project documentation, tracking schedules, supporting procurement activities, and assisting construction managers with daytoday operations.
Key Responsibilities:
• Assist Construction Managers with the preparation, organization, and ongoing maintenance of project documentation.
• Coordinate meetings, prepare agendas, take minutes, and ensure followup actions are completed.
• Track project schedules, milestones, deadlines, and deliverables.
• Maintain project records including drawings, reports, contracts, RFI logs, submittals, and change orders.
• Support communication among consultants, contractors, vendors, and internal departments.
• Schedule site visits and coordinate access with County and City staff, contractors, and consultants.
• Assist with the preparation of inspection documents and follow-up action items.
• Support project teams with tracking outstanding issues and ensuring timely resolution.
