Job Overview
We are hiring an Operations Director for our Ellicott City headquarters. This senior leadership role provides executive oversight across all operational functions, including Care Coordination, Intake, Administrative, and Human Resources, reporting directly to the Chief Operating Officer.
You will be the organization's primary operational authority, accountable for service delivery quality, OHCQ survey readiness, departmental performance, and organizational efficiency in a growing, family-owned healthcare agency.
Responsibilities
Strategic and Executive Leadership (25%)
•Develop and execute operational strategies aligned with mission, regulatory obligations, and growth
•Serve as primary operational advisor to the COO and establish organizational KPIs
Operational Oversight and Department Leadership (25%)
•Directly supervise the Operations Manager and, when filled, the HR Manager
•Serve as the final operational escalation authority across departments
Regulatory Compliance and Survey Readiness (20%)
•Maintain agency-wide compliance and lead OHCQ survey preparation and corrective action execution
Financial Management (15%)
•Develop and monitor operational budgets, address variances, and oversee vendor contracts
Quality Assurance and Continuous Improvement (10%)
•Establish quality assurance programs and drive process improvement
HR Operations Oversight (5%)
•Maintain oversight of the HR function as an operational department, ensuring timely onboarding and offboarding.
Qualifications
•Bachelor's degree in business administration, healthcare management, or a closely related field
•Minimum of seven (7) years of progressive operations management experience with at least three (3) years in a senior leadership role
•Demonstrated experience in home health, residential services, or a similarly regulated healthcare environment
•Proven compliance management, budget oversight, and multi-department supervision
•Ability to type and maintain a minimum of 45 words per minute
•Availability for the executive on-call rotation
•Successful completion of a Maryland criminal background check prior to hire
Preferred: Master's degree; OHCQ survey preparation experience; Maryland Medicaid waiver and EVV program knowledge; AxisCare or comparable platform experience; process improvement or project management certification.

Environment
Standard professional office environment at our Ellicott City headquarters. Fully onsite during scheduled business hours, not eligible for remote work, with executive on-call availability and occasional travel for regulatory meetings.
