Salary: $105,000–$115,000 per year

About the role

Heartland Consulting is hiring a Financial Analyst to support monthly customer billing, cost allocation, and customer reporting for a Department of Homeland Security financial shared-services office. This is a core-team position reporting to the Customer Service Program Team Lead. The selected individual will be named in the proposal.

What you will do
  • Gather inputs and calculate monthly activity and process costs for several federal customer components and the internal customer.
  • Prepare monthly customer activity reports that state the method, assumptions, and data sources.
  • Support the quarterly cost-per-vendor-invoice calculation and the customer packages that must be ready ahead of the departmental due date.
  • Support the annual service-level agreement update, including comment tracking, and the annual funding reassessment.
  • Confirm workload drivers and enterprise-wide costs with process owners during the annual model configuration review.
  • Draft sections of interagency agreement packages, including continuing-resolution updates, for government signature.
  • Support beginning-of-year and fiscal year-end customer reports, meetings, and action tracking.
  • Document standard operating procedures and desk guides for the billing cycle.
Minimum qualifications
  • Bachelor’s degree in accounting, finance, business administration, information management, or a related field. A master’s degree is preferred.
  • At least three years of experience in federal government accounting or federal financial management. Six or more years of experience in cost modeling or shared-services financial operations is preferred.
  • Demonstrated experience in activity-based costing or cost-model development.
  • Advanced Excel proficiency, including lookups, pivot tables, and reconciliation. A visualization tool such as Power BI is preferred. SQL is a plus.
  • Ability to explain a cost result to a non-accountant and to document the assumption that produced it.
  • U.S. citizenship and the ability to read, write, speak, and understand English fluently. Must currently reside in the United States.
  • Ability to obtain a DHS suitability determination before starting work. No security clearance is required.
  • Ability to work onsite, full time, at Potomac Center South, 550 12th Street SW, Washington, DC.
