Position Summary: PGS is seeking an experienced Budget Analyst to support a government customer in Fort Meade, MD (on-site).This is an immediate-fill position for a temporary 12-month assignment. The successful candidate will provide full lifecycle budget execution support, analyze funding requirements and execution, develop financial reports and briefings, and support DoD budget processes across multiple appropriations. The position requires hands-on DoD budget execution experience, including preparation and submission of Military Interdepartmental Purchase Requisitions (MIPRs), and advanced Microsoft Excel experience using PivotTables and VLOOKUP. The ideal candidate will also have experience with DAI or GFEBS, DTS, and DoD budget formulation and execution, along with the ability to provide sound financial recommendations while ensuring compliance with government regulations and policies.
Responsibilities:
- Conduct full lifecycle funds execution, including funding document preparation in DAI, completing requests for acceptance, preparing and submitting Military Interdepartmental Purchase Requisitions (MIPRs), conducting MIPR acknowledgments, ensuring timely obligation, completing Unliquidated Obligation (ULO) reconciliations, and closing out funding actions.
- Process and review funding packages.
- Prepare and evaluate Independent Government Cost Estimates (IGCEs), Rough Orders of Magnitude (ROMs), Letter Estimates (LEs), MIPRs, and 7600A/B agreements.
- Support the command by identifying, producing, and submitting budget requirements for Civilian Pay, Operations and Maintenance Funds (O&M), Procurement Funds (PROC) and Research, Development, Test and Evaluation Funds (RDT&E).
- Use DAI and the Defense Travel System (DTS) to produce reports in Excel, PowerPoint, and Power BI for Status of Funds (SOF), portfolio reviews, and mid-year and end-of-year reporting.
- Monitor and report commitments, obligations, and expenditures; create clear charts and graphs to communicate budget execution status and trends.
- Attend budget briefings/meetings and conferences and respond to requests for information (RFIs) justifying and/or defending budget estimates, resource requirements, and appropriation requests.
- Perform a variety of duties in the planning, analysis, formulation, justification, presentation, execution and review of multi-year budgets.
- Plan, program, formulate, and execute the budget by reviewing and utilizing pertinent policies, objectives and prior year execution.
- Analyze funding requests to determine adequacy to support approved programs, projects, and conformance with budgetary guidelines.
- Evaluate spend plan and available funds to determine the need for adjustments or submission of a request for additional resources.
- Recommend reprogramming and/or realignment of funds in relation to execution and coordinates supporting documents/actions.
- Provide inputs for budget and justify discretionary, mandatory, and supplemental budget requests as required.
- Advise the Government on key deviations and issues.
Qualification Requirements:
- Bachelor's degree (preferably in a financial or business discipline) plus 3 years of relative experience. In lieu of a Bachelor’s degree 7 years of experience
- Required: Advanced Microsoft Excel experience, specifically creating and using PivotTables and Experience creating charts and graphs and using PowerPoint is also required. Power BI experience is a plus.
- Required: DoD finance and budget execution experience, specifically preparing and submitting MIPRs. Experience processing appropriated-funding packages in DAI is preferred; GFEBS experience may be considered transferable. Experience with DTS and G-Invoicing (GINV) is a plus.
- Familiarity with IGCEs, ROMs, LEs, 7600A/B agreements, and Air Force Form 9s is strongly preferred.
- Experience writing and or researching within DoD Appropriations and budget documents
- Demonstrated experience in the execution phase of the Planning, Programming, Budgeting, and Execution (PPBE) process, including Status of Funds monitoring of commitments, obligations, and expenditures.
- Knowledge of Budgetary Guidelines, Regulations and Processes
- Excellent written communication skills
Clearance Requirements:
- An Active Top Secret/ SCI Clearance is required
Place of Performance:
- On-site 5 days per week (Fort Meade, MD)
