Actuarial Research Corporation (ARC) is a small, well-established, privately held consulting firm that performs a blend of innovative actuarial and healthcare economic analyses. We are involved in reviewing and analyzing healthcare policy and reform initiatives, managed care, and long-term care. Our principal clients are federal government agencies, and we also serve a variety of private-sector organizations. As our name suggests, ARC staff possess considerable expertise in actuarial science, particularly as it relates to public programs. However, we also have a large portfolio of business related to general health policy analysis, supported by a team with diverse policy, research, and analytical experiences.
We seek individuals who are interested in applying computer programming and technical skills in a unique non-corporate setting, helping to shape a major portion of the U.S. healthcare system through the development and implementation of healthcare financing policy.
The Computer Scientist I is responsible for providing support to higher-graded computer programmers and project leads on various projects. The Computer Scientist I has limited experience with the type of data used in projects, and receives formal and on-the-job training by higher-graded staff in order to develop a broader, more in-depth knowledge of the methods and tools used by ARC staff in the performance of their duties.
DUTIES YOU WILL PERFORM:
At ARC, you will have the opportunity to work on a wide variety of health-related projects. For example, you will work in teams with other ARC employees and with peers in client organizations to:
• Use SAS, SQL, Python and/or similar programming language to manipulate data to answer policy and programmatic questions
• Develop and maintain databases derived from administrative, survey, or similar data
• Contribute to major developmental efforts and critical projects and work on teams with other ARC incumbents and with peers in client organizations
• Generate tables and extracts from the person-based databases for use by other analysts
• Document methods, data anomalies, and findings for technical and lay readers
• Comply with relevant information security and privacy regulations and guidance
• Perform other duties as assigned
NATURE OF ASSIGNMENTS:
Tasks comprise highly structured assignments that are designed to be integrated into broader and more complex projects. Work involves easily distinguishable tasks and clear steps, processes, methods, and procedures. The Computer Scientist I decides what needs to be done by choosing from various alternatives, recognizing differences among a feweasily distinguishable situations. The Computer Scientist I uses judgment regarding the most appropriate approach that is in accordance with established procedures and practices.
A significant purpose of the work is to train and equip the Computer Scientist I to assume progressively higher-level assignments. The complexity of the work is based on an entry level of knowledge and experience in the field.
KNOWLEDGE, SKILLS AND ABILITY NEEDED TO PERFORM:
Required:
• Ability to establish and maintain working relationships with others and to work effectively on teams
• Ability to communicate with technical peers and lay audiences regarding work activities and products
• Knowledge of, and skill in applying, basic software and practices sufficient for the following purposes: o To perform highly structured, entry-level work designed to develop broader and more in-depth knowledge and skill needed to perform higher level assignments;
o To communicate factual and procedural information clearly, orally and in writing; and
o To gather basic facts
Preferred:
• Bachelor’s degree in computer science or similar degree
• Ability to program in SAS, SQL, Python and/or similar programming language
• Exposure to SAS, Snowflake, Databricks and/or similar programming environment
• Knowledge of, and skill in utilizing, BI and reporting tools
• Exposure in utilizing AI tools for programming and/or similar task
