Position Summary

The Project Manager leads the day-to-day planning and delivery of one or more IT projects under the direction of a senior project manager or agency leadership. This role combines practical delivery management with requirements coordination, risk control, resource planning, and clear reporting. Technical fluency is needed to guide discussions about software delivery, APIs, and interoperability.

Key Responsibilities

  • Translate stakeholder needs into agreed scope, requirements, deliverables, and acceptance measures.
  • Build integrated schedules and release plans, coordinate resources, and track delivery against commitments.
  • Guide Agile/Scrum or hybrid delivery, including sprint progress, work items, dependencies, and status reporting.
  • Maintain risk and decision logs, escalate issues, and drive corrective actions when delivery moves off plan.
  • Lead discussions across business and technical teams about integrations, information flows, and implementation choices.
  • Prepare executive updates, decision memos, briefings, and milestone reviews that make progress and tradeoffs clear.
  • Support procurement, investment planning, financial oversight, feasibility studies, and cost-benefit analysis.
  • Coordinate quality assurance, change control, and compliance with applicable project standards and security procedures.
  • Assess process improvements and align solution delivery with architecture, infrastructure, and systems life-cycle needs.
  • Ensure customers receive the training, project records, and product documentation needed for implementation and ongoing use.

Skills Required

  • Practical knowledge of project planning, requirements analysis, risk management, quality assurance, and change control.
  • Strong customer service, leadership, team building, judgment, problem-solving, and verbal and written communication.
  • Working knowledge of business process improvement, capital planning, procurement, cost-benefit analysis, and financial management.
  • Knowledge of configuration, data, and information management; IT strategy, architecture, infrastructure, performance assessment, integration, and systems life cycles.

Additional Skills Required

  • Experience managing Agile/Scrum or hybrid software delivery, with sprint tracking, status reporting, and risk and decision logs.
  • Working knowledge of REST API concepts and FHIR R4 or similar interoperability concepts, sufficient to lead technical discussions.
  • Experience using Azure DevOps or GitHub Projects for work-item tracking and delivery reporting.
  • Strong written communication, including executive-level status updates and decision memos.

Work Experience Required

  • At least five years of broad, increasingly responsible project management experience applying PM principles, methods, techniques, and tools, including at least three years in a lead capacity.

Additional Experience Required

  • At least two years managing IT delivery programs within the required five or more years of project/program management experience.

Education/Training Required

  • Bachelor’s degree, or additional qualifying experience substituted for the education requirement on a year-for-year basis.
  • A valid Project Management Professional (PMP) certification from PMI is mandatory and will be verified during the selection process. Experience cannot substitute for PMP certification.
