Our client in Killeen, Texas is seeking an experienced Human Resources Director to provide strategic and hands-on HR leadership within a complex government contracting environment. This position will serve as a trusted partner to executive leadership and program management while overseeing employee relations, labor compliance, workforce strategy, and day-to-day HR operations.

The ideal candidate is an experienced HR leader who combines strong knowledge of government contracting and labor relations with sound judgment, accountability, and the confidence to independently navigate sensitive employee matters. This individual must understand when additional investigation is appropriate, when decisive action is required, and how HR decisions can affect contract performance, government customers, program leadership, and the organization as a whole.

This is an excellent opportunity for a seasoned HR professional who can establish credibility with leadership, strengthen partnerships between HR and operational teams, and provide consistent, practical HR guidance in a highly regulated environment.

Human Resources Director Responsibilities

Serve as the senior HR partner to executive leadership, program managers, and operational leaders.

Provide confident, practical guidance on complex employee relations, performance, disciplinary, and compliance matters.

Independently evaluate sensitive HR situations and make timely, well-supported recommendations to leadership.

Balance appropriate employee advocacy and due process with organizational, contractual, regulatory, and operational requirements.

Lead HR strategy and operations across multiple government programs and locations.

Build strong working relationships with program leadership and ensure HR operates as a responsive and solutions-oriented business partner.

Lead complex employee investigations involving misconduct, timekeeping, performance, policy violations, workplace complaints, and other sensitive matters.

Maintain thorough documentation and ensure disciplinary decisions are consistent, defensible, and compliant.

Serve as the primary HR resource for labor relations, union matters, grievance administration, and Collective Bargaining Agreement interpretation.

Ensure compliance with the Service Contract Act, FLSA, FMLA, ADA, EEO requirements, CBAs, and applicable federal employment regulations.

Partner with program leadership on workforce decisions affecting government contracts, including staffing changes, furloughs, funding changes, reassignments, contract transitions, and employee separations.

Provide HR oversight related to government timekeeping requirements and address potential timekeeping or compliance violations promptly.

Partner with security teams, FSO, and program leadership regarding security clearances, base access, onboarding, and other contract-specific requirements.

Support talent acquisition and workforce planning for professional, managerial, and leadership positions.

Ensure candidate and employee communications are handled with the appropriate level of professionalism, judgment, and personal engagement, particularly for sensitive or senior-level matters.

Coach, mentor, and develop HR team members while establishing clear expectations for accountability, communication, and follow-through.

Evaluate existing HR policies, procedures, and practices and recommend improvements appropriate for a growing government contractor.

Participate in audits, investigations, government/customer reviews, and other compliance initiatives.

Maintain awareness of how HR decisions may impact government customers and the organization's contractual obligations and reputation.

CBA / Union Workforce Leadership

Interpret and consistently apply Collective Bargaining Agreement provisions.

Manage union grievances, investigations, and disciplinary matters involving "just cause" standards.

Partner effectively with union representatives and operational leadership.

Manage seniority-driven layoffs, reassignments, contract transitions, and other union workforce changes.

Ensure managers understand and consistently follow CBA requirements.

Government Contracting & SCA Compliance

Maintain compliance with Service Contract Act wage determinations and Health & Welfare requirements.

Oversee HR considerations associated with government contract transitions and workforce changes.

Partner with operations on accurate timekeeping and potential timecard violations.

Navigate HR issues involving funding changes, rejected/unallowable hours, security requirements, and government customer expectations.

Support DOL audits and other external compliance reviews.

Coordinate with program managers, security personnel, and government-contract stakeholders as necessary.
