Battlespace Awareness Capability Portfolio Management Sr Assessment Analyst - Washington, DC

$150k - $170K

Position Overview

Support Joint Staff (JS) / J2F8 and Deputy Directorate for Battlespace Awareness (BA) missions by providing Secretary of Defense (SecDef), Chairman, Joint Chiefs of Staff (CJCS), Combatant Commanders, and the Joint Staff (JS) with national-level military intelligence products and future capability development analysis. Capitalizing on intelligence, surveillance, and reconnaissance (ISR) experience and expertise, ensure current and future Department of Defense (DoD) and Intelligence Community (IC) capabilities support warfighter BA requirements. CPM personnel will support the BA Functional Capabilities Board (BA FCB) with analysis and assessments to develop and enhance the BA capability portfolio and provide recommendations to improve effectiveness of BA capabilities and portfolio management.

Experience, Education, Skills, Abilities:

  • U.S. Citizenship or Permanent Resident status required.
  • Ability to obtain a DoD Security Clearance.
  • Current TS/SCI with the ability to obtain a Counterintelligence polygraph
  • Bachelor of Science Degree in a technical field preferred.
  • Minimum of 10 years related experience in either the IC, DOD, or military Service.
  • Have at least 5 years senior staff experience.
  • Have in-depth knowledge of ISR systems and sensors in one or more applicable domains (space, air, land, maritime, cyber) and/or intelligence discipline (GEOINT, SIGINT, MASINT/CWMD).
  • Have in-depth knowledge of the IC and DoD Intelligence Community.
  • Have experience researching available DoD, acquisition, Research, Development, Testing, and Evaluation (RDT&E) and IC databases and resources to perform capability requirements analysis.
  • Conduct objective strategic analysis of IC capabilities and provide executive level in-depth programmatic advice and policy guidance.
  • Have experience in writing, coordinating, and publishing reports and assessments related to joint capability devolvement/ISR capability requirement at the executive level.
  • Have experience performing capability requirements analysis and preparing products in a manner consistent with established reporting procedures.
  • Conduct research and analysis for Capability Based Assessments (CBA), Joint Capability Areas, Chairman’s Net Assessments, Joint Force Net Assessments, Competitive Area Studies, and/or JCIDS Analysis of Alternatives.
  • Demonstrated expertise and operational experience in CCMD and/or Military Services requirements and assessments analysis to include developing, planning, executing, and assessing capabilities.
  • Demonstrated critical thinking ability to develop solutions for Intelligence, Surveillance and Reconnaissance (ISR) problem sets related to current and future ISR capabilities.
  • Possess an understanding of DoD and IC ISR policies, plans, programs, and processes.
  • Working-level knowledge of Chairman of the Joint Chiefs of Staff instruction (CJCSI) 5123.01, JROC Charter and of the Joint Capabilities Integration and Development System (JCIDS).
  • Knowledge of the Defense Acquisition System (DAS) and the Planning, Programming, Budgeting, and Execution (PPBE) processes.
  • Knowledge of Research, Development, Testing, and Evaluation (RDT &E), and IC databases and resources to perform capability requirements analysis.
  • Understanding of the Capability Gap Assessment process.
  • Proficient in executive-level staff writing, briefing, multi-level coordination, and preparing and publishing reports and assessments related to ISR capability requirements development.
  • Proficient in Windows based desktop computers and MS Professional Suite of applications, specifically, Excel, Word, PowerPoint, and SharePoint.
  • Must pass pre-employment qualifications.
