Responsible for implementing the construction phase of the District’s Capital Improvement and Maintenance projects, including administration of professional service contracts for material testing and construction consultants.
Essential Functions and Duties: Ensure quality assurance/quality control of the documentation provided with contractor’s pay estimates. Assist in review and evaluation of contractor’s cross-sections and measured quantities. Investigate and evaluate slope failures and earthen repairs in the field. Review progress reports, recommendations, notifications, confirmations, and other documents relating to construction projects prepared by field inspection personnel. Review material testing reports and invoices and recommend action as a result of failing tests. Attend pre-bid conferences and conduct pre-construction and progress meetings. Liaise with contractors, representatives, property owners, and other parties involved with construction projects. Direct and/or assist field inspection personnel, including resolving conflicts and/or problems. Assist in setting procedures and creating forms for inspection documentation to ensure consistency. Harris County Flood Control District is seeking qualified candidates for the role of Heavy Equipment Operator III.
Reporting to the Maintenance Construction Field Supervisor, the Heavy Equipment Operator III is responsible for overseeing a small crew and operating various pieces of construction equipment, small engines, attachments, power tools and hand tools to construct, repair, or perform maintenance to channels and bayous within Harris County.
Essential Functions and Duties: Oversee and guide a small team of Equipment Operators. Drive and operate various County vehicles and equipment, including visiting project sites to assess equipment and manpower needs. Operate various types of construction equipment such as excavators, skid steers, and other machinery for channel and bayou maintenance. Perform minor erosion control repairs and grading operations on open channels and drainage facilities. Perform sediment removal operations using excavators, including operations on slopes. Construct forms, place rebar, pour, and finish concrete for structures such as culverts, inlets, and manholes. Build and repair manholes, inlets, and stormwater infrastructure components. Install corrugated metal pipe outfalls, signage, gates, and bollards. Clear debris, trees, rocks, and other large obstacles from right-of-way and channel bottoms. Remove selective vegetation and perform de-snagging operations on channels. Flag traffic and act as a spotter for other equipment operators during the ingress and egress of work sites. Inspect County vehicles and equipment for safety and compliance before operation. Load and unload construction materials and equipment on/off trailers and rollback trucks. May perform other duties that can be added or changed as the course and scope of the job directs.

Qualifications: High school diploma or G.E.D. equivalent Eight (8) years of experience operating small sized equipment. Seven (7) years of experience operating medium sized equipment Six (6) years of experience operating large sized equipment Valid Class "B" Texas Driver’s License. Must have or obtain a Forklift certification within 90 days of employment.
Knowledge Skills, and Abilities: Good verbal & written communication skills. Can effectively communicate with coworkers and the public. Must be able to read and understand written instructions, maps, and be able to provide directions to District locations. Ability to work in an outdoor setting. Ability to work well with a team in a field environment. Can work independently with limited to no supervision. Knowledge of bayou and drainage area maintenance. Knowledge of construction standards, practices, and techniques. Knowledge of OSHA regulations. Familiar with Microsoft Office (Outlook, SharePoint, and Adobe Acrobat Professional).

Job Duties:
