Reporting to the Crew Leader, the Laborer is responsible for operating gasoline powered equipment and various hand tools used in the daily operation of maintaining clear channels, drainage elements and rights of ways in accordance with the District’s mission to maintain the Infrastructure.
Essential Functions and Duties: Cut and chop weeds and other types of vegetation using gasoline-powered equipment such as weed eaters and non-powered hand tools such as machetes, axes, or tree trimmers. Spray herbicides on selected weeds and grasses using filled backpacks that weigh between 25 and 30lbs. Remove and stack cut vegetation in, along and around channels, drainage elements and rights-of ways using hand rakes or pitchforks. May enter the channel in water up to three feet in depth or from the bank to dislodge and remove drifts and debris (trees, limbs, brush, vines, trash, and refuse) that impede water flow around and under bridges or other areas. May perform other duties that can be added or changed as the course and scope of the job directs.

Assist in review and evaluation of contractor’s cross-sections and measured quantities. Investigate and evaluate slope failures and earthen repairs in the field. Responsible for performing highly specialized technical tasks necessary to operate and maintain the regional flood warning gage network.
Essential Functions and Duties: Maintain, troubleshoot, service, and repair a variety of sensing, recording, communication, and instrumentation devices for the District and regional flood warning network. Enter, retrieve, edit, and analyze hydrologic data using several specialized databases including CSV and excel formatted worksheets and vendor-specific application programs. Understand ALERT2 protocol and perform updates on Intelligent Network Devices and Control Datalogger with the latest operating system. Program latest CrBasic code and Alert2 configuration files on data loggers to communicate with remote sensing equipment. Troubleshoot DC power and radio equipment including sealed lead acid batteries, solar panels ranging from 5- 50 watts, and radio telemetry efficiency. Build, install, and repair antenna cables using LMR 240 cable with BNC/UHF connections. Troubleshoot radio/antenna/GPS systems using a field decoder, bird-watt meter, and a voltage standing wave ratio meter. Program repeater stations with correct pass listing ensuring messages are transmitted appropriately on all radio frequencies. Understand and decipher repeater payload messages. Verify correct multi-senor and general sensor reporting data arriving from repeater to hydrologic database utilizing application log on field decoder. Maintain accurate field service maintenance records, logs, and overall system documentation. Review hydrologic sensor data records daily to assure accuracy, uniformity, and compliance with accepted standards. Collect and document high water marks, review data for accuracy, and respond to any sensors or gages that fail. Conduct low flow discharge measurements by wading in the channel with tagline and FlowTracker2 equipment adopting USGS methods. Conduct high flow discharge measurements using Acoustic Doppler Current Profiler (ADCP) along the bridge deck adopting USGS methods. Review and post process discharge data using specialized applications including QREV, WinRiverII, and FlowTrackerII software. Load measurements and assist with rating curve adjustments using data management tool and rating editor, WiSKI by Kisters North America. Update and identify channel controls and point of zero flow evaluations. Perform biannual gage site and repeater/base station inspections. Execute diagnostic checks to the power and radio system, increase the accuracy of the water level sensor, and verify accurate rain measurements. Upgrade software for transmitters and water level devices where appropriate. Maintain vegetation near measurement section for accurate data collection. Construct and install gaging stations to include, but not limited to, a NEMA box, data acquisition panel, rain gage sensor, water level sensor, solar panel, GPS antenna, wave antenna, high water indicator pipe, wire weight, and conduit mounted with Unistrut. Harris County Flood Control District is seeking a qualified candidates for the role of Laborer.
Reporting to the Crew Leader, the Laborer is responsible for operating gasoline powered equipment and various hand tools used in the daily operation of maintaining clear channels, drainage elements and rights of ways in accordance with the District’s mission to maintain the Infrastructure.
Essential Functions and Duties: Cut and chop weeds and other types of vegetation using gasoline-powered equipment such as weed eaters and non-powered hand tools such as machetes, axes, or tree trimmers. Spray herbicides on selected weeds and grasses using filled backpacks that weigh between 25 and 30lbs. Remove and stack cut vegetation in, along and around channels, drainage elements and rights-of ways using hand rakes or pitchforks. May enter the channel in water up to three feet in depth or from the bank to dislodge and remove drifts and debris (trees, limbs, brush, vines, trash, and refuse) that impede water flow around and under bridges or other areas. May perform other duties that can be added or changed as the course and scope of the job directs.

Requirements: High school diploma or G.E.D. equivalent One (1) year experience in landscaping, vegetation maintenance, herbicide application, labor work, or a closely related field. Valid Class "C" Texas Driver’s License

Can use a variety of hand tools such as rakes, shovels, machetes, hand saws etc. Work well in an outdoor setting. Work well with a team in a field environment. Write/record legible notes of activity and correctly complete required forms. Solve mathematical problems that may be required in normal work situations.

The Harris County Flood Control District is seeking qualified candidates for the position of Construction Project Manager.
Responsible for implementing the construction phase of the District’s Capital Improvement and Maintenance projects, including administration of professional service contracts for material testing and construction consultants.
Essential Functions and Duties: Ensure quality assurance/quality control of the documentation provided with contractor’s pay estimates. Assist in review and evaluation of contractor’s cross-sections and measured quantities. Investigate and evaluate slope failures and earthen repairs in the field. Review progress reports, recommendations, notifications, confirmations, and other documents relating to construction projects prepared by field inspection personnel. Review material testing reports and invoices and recommend action as a result of failing tests. Attend pre-bid conferences and conduct pre-construction and progress meetings. Review projects prior to completion of plans and specifications to provide constructability evaluation. Liaise with contractors, representatives, property owners, and other parties involved with construction projects. Direct and/or assist field inspection personnel, including resolving conflicts and/or problems. Assist in setting procedures and creating forms for inspection documentation to ensure consistency. Assist in assigning field inspection personnel to construction projects and other tasks as needed. Provide technical advice on specifications and construction management issues. Ensure quality assurance/quality control of construction projects. Assist in developing processes and procedures in the Division to ensure consistency among inspectors. Perform other duties that may be added or changed as the course and scope of the job directs.
Requirements: Bachelor’s degree from an accredited four-year college or university in civil engineering or a similar curriculum. Professional Engineer (PE) in the State of Texas Five (5) years of experience that includes any combination of engineering planning, design, and construction management. Experience with stormwater drainage design and construction. Valid Class "C" Texas Driver’s License Experience with AutoCAD Civil 3D and Bluebeam (preferred) Excellent written and verbal communication skills. Ability to read all types of maps and drawings, especially civil construction plans. Knowledge/understanding of construction standards, practices, and techniques. Can work independently with limited supervision. Ability to review and analyze construction schedules. Excellent organizational skills. Ability to prioritize and manage multiple projects and/or assignments. Excellent knowledge of Microsoft Office applications. Familiarity with SharePoint and Adobe Acrobat Professional. Excellent skills using project management tools and systems. Can work well with the public, interest groups, government agency personnel and external organizations.
