Planning & Analysis Lead the annual budget development process, including presenting VHCB’s budget to the Board.Collaborate with the State of Vermont to ensure VHCB’s budget is accurately included in the Governor’s annual budget.Provide support for legislative presentations, ensuring accurate budget representation.Analyze financial performance, ensuring funds are available for project awards and monitoring the accuracy of allocations.Assist program staff with grant applications, ensuring new funding is properly structured. Financial Operations & Reporting Oversee VHCB’s financial operations to ensure accurate accounting, analysis, and reporting.Develop and manage the annual cost allocation and indirect rate plan, adhering to federal regulations.Provide fiscal oversight for program budgets and the Finance Director’s review of grants.Lead the Finance Committee of the Board and facilitate the annual audit process.Act as the primary contact with the State of Vermont Finance & Management and VHCB banking institutions.Supervise and mentor the Finance Director, Project Grants Manager, and Data Information Systems Manager, fostering a high-performance finance team.
