The Harris County Flood Control District is seeking qualified candidates for the position of Construction Project Manager.

Requirements: Bachelor’s degree from an accredited four-year college or university in civil engineering or a similar curriculum. Professional Engineer (PE) in the State of Texas Five (5) years of experience that includes any combination of engineering planning, design, and construction management. Experience with stormwater drainage design and construction. Valid Class "C" Texas Driver’s License Experience with AutoCAD Civil 3D and Bluebeam (preferred) Excellent written and verbal communication skills. Additionally, this position comes with the option of a hybrid work schedule, combining working in our Houston office with working remotely.Responsibilities:Partner with Project Engineering or Operations Engineering Teams to develop rotating equipment solutions.Complete RFQ packages, bid reviews, and award recommendations for major mechanical equipment (e.g., pumps, compressors, turbines, meter skids, provers, valves, fittings, pipe, etc.).Support Capital Expansion Projects, including drawing and document reviews and participation in Process Hazard Analysis.Provide support during the installation and commissioning of rotating equipment and perform site inspections as needed to ensure compliance with Plains and supplier requirements.Develop, review, and maintain assigned Company Operations and Maintenance Manuals and Procedures.Develop and maintain Company Construction and Equipment Standards and Specifications.Review and propose facility upgrades for reliability and/or efficiency.Perform vendor qualification reviews and recommendations.Visit suppliers for inspection and/or witness testing of equipment.Visit field locations for equipment reviews, including new construction and troubleshooting.Serve as company representative for industry standards and research organizations (API, ASME, PRCI).Provide broad mechanical engineering support, including but not limited to:Rotating equipment (pumps, turbomachinery, etc.).Measurement equipment (meter skids, LACTs, and provers).Materials (pipe, fittings, flanges) and valves.Welding (API 1104 and ASME Section IX).Preventive and predictive maintenance programs, including condition monitoring and vibration data review.Technical Training to various departments.Lead in troubleshooting mechanical equipment efforts.Provide day-to-day support on other various reactive work.Perform all other duties as assigned.Knowledge, Skills, and Experience Required:Degree in Engineering from an accredited university.5+ years of midstream and/or oil refinery operating experience with an emphasis on rotating equipment technical support, reliability, and/or system design.ISO Vibration Category II or higher certification.Expertise in rotating equipment, including but not limited to centrifugal and positive displacement pumps used in process and pipeline service, compressors, steam, and gas turbines.Knowledge of API 610, 618, 619, 674, 676, 682, and RP 682.Familiarity with ASME B31.3, ASME B31.4, and 49CFR195.Knowledge and experience in the inspection of rotating machinery fabrication and performance testing procedures and evaluation.Experience in root cause failure analysis for various equipment in processing facilities and pipeline transportation systems.Strong communication skills with a focus on teamwork and collaboration.Demonstrated proficiency in standard PC-based programs.Experience using 2D and 3D AutoCAD or similar CAD software.Experience in creating and maintaining internal specifications and operating procedures.Proactive and requires minimum supervision.Ability to handle a heavy workload, with unplanned overtime and changes in work priorities, multiple projects with short turnaround times are common.Ability to travel to field locations, with an estimated travel expectation of 25%.Consistently looks for efficiencies and opportunities to improve group work processes.An organized self-starter with the ability to work under pressure on multiple projects simultaneously.Valid driver’s license with a clean abstract.Cleared criminal history (background) and satisfactory reference checks.Compliance with the Company’s drug and alcohol policy including pre-employment D&A testing.#PlainsAt Plains, our employees are our most valuable asset.
