The Flood Resilience Senior Planner works closely with the Flood Resilience Team, various departments within Flood Control, partners throughout Harris County, and consultants to ensure planning, project management, alignment, and progress towards the development and implementation of Harris County's Flood Resilience Plan, resilience strategies, programs and initiatives at the Harris County Flood Control District (District) and at the County.
Essential Functions and Duties: Collaboration and Stakeholder Engagement: Work closely with a variety of stakeholders involved in Harris County's flood resilience efforts, including: Harris County Infrastructure Resilience Team (IRT): A group of inter-departmental resilience experts. Community Flood Resilience Task Force (CFRTF): Community members, flood resilience experts, and consultants working on the Harris County Flood Resilience Plan. Act as the primary point of contact on behalf of HCFCD for the CFRTF support, review and make recommendations on integrating CFRTF's advice into the Resilience Division's work. Represent the Flood Control District in IRT meetings, facilitating discussions and fostering collaboration among team members.
Project Management: Manage the CFRTF facilitator contract as the primary contact, including oversight of scope, schedule, budget, and planning. Review key deliverables and invoices, providing strategic direction to consultants to build CFRTF capacity. Coordinate with District divisions and County procurement for contract renewals and court actions.
Planning and Development: Ensure a participatory planning process involving the District, IRT, consultants, CFRTF, and external stakeholders. Develop standards, performance metrics, and other planning tools as needed for the Flood Resilience Plan. Obtain/validate data from various sources necessary for effective plan-making and executive decision making. Create program documents such as plans, guidelines, reports, informational briefs, policy briefs, conceptual visualizations, presentations, and educational materials.
Reporting and Recommendations: Provide regular progress updates and recommendations to the Resilience Team and Leadership, as required. Additional Responsibilities and Duties: Be available for evening and weekend meetings and events as necessary. Assist with disaster recovery efforts when the County faces significant challenges, as directed. Attend re-certification or other training programs as required. Reporting to the Crew Leader, the Laborer is responsible for operating gasoline powered equipment and various hand tools used in the daily operation of maintaining clear channels, drainage elements and rights of ways in accordance with the District’s mission to maintain the Infrastructure.
Essential Functions and Duties: Cut and chop weeds and other types of vegetation using gasoline-powered equipment such as weed eaters and non-powered hand tools such as machetes, axes, or tree trimmers. Spray herbicides on selected weeds and grasses using filled backpacks that weigh between 25 and 30lbs. Remove and stack cut vegetation in, along and around channels, drainage elements and rights-of ways using hand rakes or pitchforks. May enter the channel in water up to three feet in depth or from the bank to dislodge and remove drifts and debris (trees, limbs, brush, vines, trash, and refuse) that impede water flow around and under bridges or other areas. May perform other duties that can be added or changed as the course and scope of the job directs.

Responsible for implementing the construction phase of the District’s Capital Improvement and Maintenance projects, including administration of professional service contracts for material testing and construction consultants.
Essential Functions and Duties: Ensure quality assurance/quality control of the documentation provided with contractor’s pay estimates. Assist in review and evaluation of contractor’s cross-sections and measured quantities. Investigate and evaluate slope failures and earthen repairs in the field. Review progress reports, recommendations, notifications, confirmations, and other documents relating to construction projects prepared by field inspection personnel. Review material testing reports and invoices and recommend action as a result of failing tests. Attend pre-bid conferences and conduct pre-construction and progress meetings. Review projects prior to completion of plans and specifications to provide constructability evaluation. Liaise with contractors, representatives, property owners, and other parties involved with construction projects. Direct and/or assist field inspection personnel, including resolving conflicts and/or problems. Assist in setting procedures and creating forms for inspection documentation to ensure consistency. Qualifications: High school diploma or G.E.D. equivalent Eight (8) years of experience operating small sized equipment. Seven (7) years of experience operating medium sized equipment Six (6) years of experience operating large sized equipment Valid Class "B" Texas Driver’s License. Must have or obtain a Forklift certification within 90 days of employment.
Knowledge Skills, and Abilities: Good verbal & written communication skills. Can effectively communicate with coworkers and the public. Must be able to read and understand written instructions, maps, and be able to provide directions to District locations. Ability to work in an outdoor setting. Ability to work well with a team in a field environment. Can work independently with limited to no supervision. Knowledge of bayou and drainage area maintenance. Knowledge of construction standards, practices, and techniques. Knowledge of OSHA regulations. Familiar with Microsoft Office (Outlook, SharePoint, and Adobe Acrobat Professional).
Preferences: Bi-lingual skills in English/Spanish (preferred)

The Flood Control District has the mission to reduce the risk of flooding in Harris County, the third most populated county in the United States, with a population in excess of 4.7 million, including the City of Houston, the nation’s fourth largest city.
