Harris County Flood Control District is seeking a qualified candidates for the role of Laborer.
Reporting to the Crew Leader, the Laborer is responsible for operating gasoline powered equipment and various hand tools used in the daily operation of maintaining clear channels, drainage elements and rights of ways in accordance with the District’s mission to maintain the Infrastructure.
Essential Functions and Duties: Cut and chop weeds and other types of vegetation using gasoline-powered equipment such as weed eaters and non-powered hand tools such as machetes, axes, or tree trimmers. Spray herbicides on selected weeds and grasses using filled backpacks that weigh between 25 and 30lbs. Remove and stack cut vegetation in, along and around channels, drainage elements and rights-of ways using hand rakes or pitchforks. May enter the channel in water up to three feet in depth or from the bank to dislodge and remove drifts and debris (trees, limbs, brush, vines, trash, and refuse) that impede water flow around and under bridges or other areas. May perform other duties that can be added or changed as the course and scope of the job directs.

The Harris County Flood Control District is seeking qualified candidates for the position of Construction Project Manager.
Responsible for implementing the construction phase of the District’s Capital Improvement and Maintenance projects, including administration of professional service contracts for material testing and construction consultants.
Essential Functions and Duties: Ensure quality assurance/quality control of the documentation provided with contractor’s pay estimates. Assist in review and evaluation of contractor’s cross-sections and measured quantities. Investigate and evaluate slope failures and earthen repairs in the field. Review progress reports, recommendations, notifications, confirmations, and other documents relating to construction projects prepared by field inspection personnel. Review material testing reports and invoices and recommend action as a result of failing tests. Attend pre-bid conferences and conduct pre-construction and progress meetings. Review projects prior to completion of plans and specifications to provide constructability evaluation. Liaise with contractors, representatives, property owners, and other parties involved with construction projects. Direct and/or assist field inspection personnel, including resolving conflicts and/or problems. Assist in setting procedures and creating forms for inspection documentation to ensure consistency. Assist in assigning field inspection personnel to construction projects and other tasks as needed. Provide technical advice on specifications and construction management issues. Ensure quality assurance/quality control of construction projects. Assist in developing processes and procedures in the Division to ensure consistency among inspectors. Perform other duties that may be added or changed as the course and scope of the job directs.
Requirements: Bachelor’s degree from an accredited four-year college or university in civil engineering or a similar curriculum. Professional Engineer (PE) in the State of Texas Five (5) years of experience that includes any combination of engineering planning, design, and construction management. Experience with stormwater drainage design and construction. Valid Class "C" Texas Driver’s License Experience with AutoCAD Civil 3D and Bluebeam (preferred) Excellent written and verbal communication skills. Ability to read all types of maps and drawings, especially civil construction plans. Knowledge/understanding of construction standards, practices, and techniques. Can work independently with limited supervision. Ability to review and analyze construction schedules. Excellent organizational skills. The duties of an aircraft refueler will consist of servicing aircraft and other equipment with aviation and automotive fuels with the use of tanker trucks, hydrant carts or tow carts. Aircraft refuelers are required to position the fueling equipment next to the aircraft and service it with fuel following all Airline and Company policy and safety regulations at all times. Other duties related to the job are completing required paperwork such fuel service records, tanker sheets, truck sheets and meter tickets and the sumping of overnight aircraft as well as performing normal shop housekeeping duties.

Essential Functions and Duties: Perform manual work in preparing surfaces and mixing concrete for concrete pour. Operate small sized construction equipment, small engines, attachments, power tools and hand tools for channel and bayou maintenance. Maintain, clean, and prepare construction sites to eliminate possible hazards. Assist with the evacuation of other equipment that have become disabled. Remove debris and/or selective vegetation from channel rights of way and de-snag channel bottoms. Clear trees, rocks, and any other large obstacles from the County rights-of-way. Prune limbs for access of equipment. Flag traffic to ingress and egress job sites. Act as a spotter for drivers/operators. Stock and inventory County trucks, trailers and equipment with tools and materials. Wash County vehicles and equipment. Clean shop, fleet parking area, and laydown yard. Assist with constructing forms, placing rebar, pouring, finishing concrete structures, building, or repairing manholes and inlets, and installation of corrugated metal pipe outfalls. Install signs, gates, and bollards. Load and unload equipment and construction materials on/off trailers and rollback trucks. Inspect County equipment and vehicles for safety and compliance before operation. Drive and operate County vehicles and equipment. Build and repair manholes, inlets, and stormwater infrastructure components. Install corrugated metal pipe outfalls, signage, gates, and bollards. Perform minor erosion control repairs and grading operations on open channels and drainage facilities. Perform sediment removal operations using excavators, including operations on slopes. Clear debris, trees, rocks, and other large obstacles from right-of-way and channel bottoms. Remove selective vegetation and perform de-snagging operations on channels. Flag traffic and act as a spotter for other equipment operators during the ingress and egress of work sites. Inspect County vehicles and equipment for safety. Harris County Flood Control District is seeking qualified candidates for the role of Heavy Equipment Operator III.
Reporting to the Maintenance Construction Field Supervisor, the Heavy Equipment Operator III is responsible for overseeing a small crew and operating various pieces of construction equipment, small engines, attachments, power tools and hand tools to construct, repair, or perform maintenance to channels and bayous within Harris County.
Essential Functions and Duties: Oversee and guide a small team of Equipment Operators. Drive and operate various County vehicles and equipment, including visiting project sites to assess equipment and manpower needs. Operate various types of construction equipment such as excavators, skid steers, and other machinery for channel and bayou maintenance. Perform minor erosion control repairs and grading operations on open channels and drainage facilities. Perform sediment removal operations using excavators, including operations on slopes. Construct forms, place rebar, pour, and finish concrete for structures such as culverts, inlets, and manholes. Build and repair manholes, inlets, and stormwater infrastructure components. Install corrugated metal pipe outfalls, signage, gates, and bollards. Clear debris, trees, rocks, and other large obstacles from right-of-way and channel bottoms. Remove selective vegetation and perform de-snagging operations on channels. Flag traffic and act as a spotter for other equipment operators during the ingress and egress of work sites. Inspect County vehicles and equipment for safety and compliance before operation. Load and unload construction materials and equipment on/off trailers and rollback trucks. May perform other duties that can be added or changed as the course and scope of the job directs.

Qualifications: High school diploma or G.E.D. equivalent Eight (8) years of experience operating small sized equipment. Seven (7) years of experience operating medium sized equipment Six (6) years of experience operating large sized equipment Valid Class "B" Texas Driver’s License. Must have or obtain a Forklift certification within 90 days of employment.
Knowledge Skills, and Abilities: Good verbal & written communication skills. Can effectively communicate with coworkers and the public. Must be able to read and understand written instructions, maps, and be able to provide directions to District locations. Ability to work in an outdoor setting. Ability to work well with a team in a field environment. Can work independently with limited to no supervision. Knowledge of bayou and drainage area maintenance. Knowledge of construction standards, practices, and techniques. Knowledge of OSHA regulations. Familiar with Microsoft Office (Outlook, SharePoint, and Adobe Acrobat Professional).
Preferences: Bi-lingual skills in English/Spanish (preferred)
