The company is headquartered in Houston, Texas.We are looking for highly-motivated individuals who enjoy working as part of a team in a dynamic and entrepreneurial work environment.Job Purpose/Summary:Plains is currently seeking to fill the position of HSE Supervisor, Air Permitting to join our Health, Safety and Environmental (HSE) team in Houston, Texas. This role will report directly to the Director, HSE Environment and is responsible for leading air permitting and permit compliance activities for Plains’ US based operations. The position involves providing leadership and guidance to a team of professionals who are based in the Houston office as well as at Plains’ field locations. The Supervisor role oversees and provides strategic direction on air permit applications and renewal of permits, compliance reports, and emission calculations. Additionally, this position comes with the option of a hybrid work schedule, combining working in our Houston office with working remotely.Job ResponsibilitiesProvide efficient and effective permit solutions to operations, business development and acquisitions.Provide oversight and guidance to the air permitting and compliance team; develop team capabilities and capacity; and set performance goals, objectives, and metrics.Lead the permitting process and negotiate permit variances and conditions with regulators.Oversee emission calculations for various sources, standards, and operations controls of atmospheric pollutants.Provide SME oversite and identify regulatory compliance needs for Maintenance, Startup, and Shutdown (MSS) activities including floating roof landings, tank cleaning, pigging, fugitive emissions, and similar operations.Prepare, review, and submit complex air permit applications and renewals.Interpret new and existing governmental regulations with respect to the company’s operations, and provide compliance guidance to operations, commercial, legal, and management personnel.Participate in industry/trade association working groups related to air compliance issues.Develop and implement facility emission management and reporting programs in line with regulatory requirements.Knowledge, Skills, and Experience Required:An undergraduate or master’s degree in environmental science, Engineering or a related field is required.Prior work within the oil & gas industry is a plus.8+ years’ experience required in environmental compliance, air quality compliance including air permitting, emission inventory preparation and regulatory compliance.Ability to comprehend and perform complex emission calculations.Detailed knowledge of and experience with pipeline transportation and bulk storage of crude oil and liquid petroleum products is a plus.Experience with federal and state air permitting programs, practices/methodologies for new facilities and modifications to existing facilities.Demonstrate cross-functional collaboration with multiple departments (Operations, Engineering, Commercial, Legal, Business Development), outside consultants, industry groups, and governmental agencies.Excellent oral and written communication skills.Must be detail-oriented, resourceful, eager to learn, and possess excellent organizational skills.Strong critical thinking skills and experience working in multi-disciplinary teams.Strong time management skills and ability to successfully manage multiple tasks/projects with tight deadlines.Positive and energetic attitude; self-motivated with strong initiative.Proficiency in Microsoft Suite and willingness to learn additional programs specific to the job.Willingness to travel to field locations, as needed.Read, write, and speak English fluently.Legally authorized to work in the US.Cleared criminal history (background) and satisfactory reference checks.Compliance with the Company’s Drug & Alcohol Policy including pre-employment testing.#PlainsAt Plains, our employees are our most valuable asset.
