This position is responsible for the day-to-day management duties of the District's rights-of-way.
The Flood Control District has the mission to reduce the risk of flooding in Harris County, the third most populated county in the United States, with a population in excess of 4.7 million, including the City of Houston, the nation’s fourth largest city. The Flood Control District has jurisdiction over the primary stormwater facilities in the county, which consist of approximately 1,500 channels totaling nearly 2,500 miles in length, as well as more than 60 regional stormwater detention basins, totaling more than 10,000 acres and several wetlands mitigation banks including Greens bayou.
Essential Functions and Duties: Handle and investigate requests from the County residents, government entities, and internal requests pertaining to the District's infrastructure. Identify channel maintenance repair solutions, costs, priorities, and schedules. Research the District's archived information, property rights, construction plans, historical data and existing right-of-way information. Handle requests for use and obtain rights-of-entry from private landowners to facilitate proposed channel maintenance activities. Prepare correspondence and reports in response to various internal and external letter requests. Monitor, define and direct channel maintenance activities along various channel systems within assigned territory. Provide updates to management on ROW activities, status, issues and provide recommendations. Communicate with the public and various governmental representatives. Provide budgeting information in support of the District’s annual maintenance budget. Obtain County Attorney’s legal opinion on right-of-way issues, if needed. Develop and maintain programs and plans for the maintenance of the District’s drainage facilities. Monitor flooding events and assist in the documentation of such events. Perform other duties that may be added or changed as the course and scope of the job directs.

The Facility Maintenance Manager is responsible for ensuring that smaller multiple facilities or a larger complex facility has their physical structure and plant maintained and repaired in a timely and cost-efficient manner. Develops and maintains maintenance budgets and costs. Notifies management when facility maintenance costs are not following budget detail. Establishes, prioritizes, and adjusts work procedures to meet production schedules. Monitors Building Automation Systems (BAS). Reviews, records, and analyzes energy usage and costs. Determines better cost-effective approaches to reduce cost and energy usage. Directs workers engaged in maintaining the facility’s physical structure including plumbing, carpentry; painting; plastering; machine servicing; janitorial; general grounds; heating, ventilation, and air conditioning; security; and electrical systems. Directs workers assisting other departments as requested, including moving furniture and unloading and storing supplies. Requisitions tools, equipment, and supplies needed to effectively maintain and operate the facility. Interprets company policies to workers and enforces safety regulations. Suggests changes in working conditions and use of equipment to increase work efficiency. Initiates or suggests plans to motivate workers to achieve work goals. Maintains time and production records. Confers with supervisors to coordinate activities of individual departments. May perform maintenance work, but only temporarily or in an emergency. Performs other duties as assigned.
